Eric Zimmerman, an attorney with McDermott Will & Emery in Washington, told Bloomberg BNA he thinks fiscal conservatives in the House and Senate will view the proposal as unacceptable. He said they will argue the bill should be completely offset at the time of enactment, not with spending cuts in a budget proposal. A partial offset is probably the biggest barrier that would need to be overcome, Zimmerman said, and House Speaker John Boehner (R-Ohio) will certainly have trouble from within his own caucus.
