The budget for the U.S. Department of Health and Human Services provides detail on the President’s funding (and spending reduction) proposals. Consistent with recent past budgets, the President proposes $423B over 10 years in Medicare savings through a combination of program payment cuts and regulatory changes affecting all health industry stakeholders. While Republicans are calling the President’s budget “dead on arrival,” many of the President’s proposals may appear in legislation later this year. Congress will need to find savings for an SGR fix, and may look to advance legislation revising sequestration caps and cutting the deficit. Congress will need to look to the Medicare program for savings, and the President’s proposals should be viewed as signals to Congress on areas where there can be common ground.
