On April 16, 2015 President Barack Obama signed into law the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). MACRA permanently repealed the deeply flawed Sustainable Growth Rate (SGR) formula for Medicare physician payment and set the foundation for transforming Medicare physician payment from volume-based payment (fee-for-service) to value-based payment.
While bonuses and penalties for the new Merit Based Incentive Program (MIPS) and MACRA-eligible alternative payment models (APMs) do not begin until 2019, because of a two-year reporting lag, they are based on provider services and activities in CY 2017. In anticipating of this looming deadline, in the months since passage of the legislation, CMS has released a number of Requests for Information (RFIs), hosted listening session and conducted other activates to gather stakeholder input as they prepare to implement this historic legislation.
