Appropriations and Budget Reconciliation in 2025: A Cheat Sheet

Congress is simultaneously pursuing two major initiatives involving government spending. Differentiating them can be difficult.

  • The first initiative is government funding/appropriations, which is likely to result in a continuing resolution (CR) that keeps the government operating for a specific period of time. The CR must be signed into law by the president.
  • The second initiative is a budget resolution that leads to reconciliation. The budget resolution will serve as the main vehicle to advance the president’s tax and border security priorities. The budget resolution does not require presidential approval because it is guidance for Congress.
