This final rule addressed unresolved proposals from the FY 2022 IPPS Final Rule released on August 2nd, 2021. Here are our key takeaways:
1. CMS finalized policies to distribute 1,000 new Medicare-funded GME positions beginning in FY 2023, implement statutory changes related to FTE resident cap for direct GME and IME payment in rural track programs, reset direct GME PRAs and direct GME and IME FTE resident cap of hospitals that hosted a small number of residents for a short duration.
2. CMS finalized certain organ acquisition payment policy proposals but left the proposal to revise the Medicare organ counting policy for future rulemaking.
3. CMS decided to not move forward with the proposed revisions relating to the treatment of section 1115 waiver days for purposes of the DSH adjustment.
