The Health Care Payment Learning & Action Network (LAN) is soliciting comments on two draft white papers. Comments are due on May 23, 2016.
The first draft white paper, from the Clinical Episode Payment (CEP) Work Group, entitled, Accelerating and Aligning Clinical Episode Payment Models: Maternity Care, provides recommendations for designing episode payment for maternity care with the goal of improving patient care and outcomes for women and babies, while reducing costs.
The second draft white paper, from the Population-Based Payment (PBP) Work Group, entitled Accelerating and Aligning Population-Based Payment Models: Performance Measurement, is grounded in the notion that payers, providers, purchasers, and patients should be collectively accountable for ensuring that the health care system delivers the highest possible value.
Last January, Secretary Burwell of the Department of Health and Human Services (HHS) set an ambitious goal of tying 30 percent of Medicare fee-for-service payments to quality or value through alternative payment models by 2016 and 50 percent by 2018. To support these objectives, HHS established LAN, a forum of public and private stakeholders to help advance the work being done across sectors to increase the adoption of value-based payments and alternative payment models (APMs).
